The Housing Choice Voucher program provides tenant-based rental assistance administered by public housing agencies. Owners who lease to voucher holders enter into a HAP contract with the PHA and take on defined responsibilities around tenancy approval, lease terms, inspections, and ongoing recordkeeping.
