The deadline
The HOTMA deadline almost everyone missed.
On December 18, 2025, HUD published Notice H 2025-07, extending the compliance deadline for HOTMA Sections 102 and 104 to January 1, 2027. The extension was quietly announced two weeks before the prior deadline.
Many HUD multifamily owners are operating as if the prior January 2026 date applied. Others are operating as if HOTMA has already been implemented because LIHTC and HOME largely have. Neither is accurate for HUD multifamily, and the gap between today and January 2027 is shorter than it looks.

HOTMA readiness assessments are most valuable in mid-2026 through late 2026, when there is still time to act on the findings. Assessments conducted in late 2026 will likely surface gaps that require fast-track remediation.
