    PBV compliance

Vouchers attached to units, administered by a PHA.

Under the PBV program, a public housing agency attaches tenant-based voucher assistance to specific units through a HAP contract with the owner. Owners must comply with the HAP contract, PHA administrative requirements, and applicable HUD rules covering eligibility, rent, inspections, and reporting.

PBV units are frequently layered with LIHTC and other funding sources, which adds coordination work across eligibility, income limits, rent limits, and file documentation.
