From REAC to NSPIRE: what actually changed in HUD inspections
The difference between REAC and NSPIRE, and what the new standard changes about how properties are scored.
Two words get used interchangeably in the field and they are not the same thing. REAC is the HUD office that has historically run physical inspections. NSPIRE, the National Standards for the Physical Inspection of Real Estate, is the inspection standard that replaced the older UPCS protocol.
So when someone asks when their REAC inspection is, what they mean is when the NSPIRE inspection is. The office is familiar. The standard underneath it is not, and that is where properties are getting surprised.
What NSPIRE changes
The center of gravity moved inside the unit. Under the old protocol, curb appeal and common areas carried meaningful weight, and a property could offset unit level problems with a well kept exterior. NSPIRE deliberately shifts emphasis toward the condition of the homes residents actually live in, so unit deficiencies cost more than they used to.
Health and safety is the organizing principle. The standard is built around conditions that affect resident health and safety rather than around appearance, which changes what inspectors look for and how they rank what they find.
Standards are published in detail. Rather than a short list of inspectable items, NSPIRE publishes defined standards describing the deficiency, the affected area, and the correction expectation. That level of detail is an advantage for owners who read it, because the inspection is no longer a matter of interpretation.
Inside, outside and unit
NSPIRE organizes inspectable items into three areas.
Unit. The interior of the dwelling, covering life safety devices, electrical, plumbing, heating and cooling, doors and windows, structural elements, and infestation.
Inside. Common interior areas of the building, including corridors, stairwells, laundry and community rooms, mechanical spaces, and the building systems that serve residents.
Outside. The site and building exterior, including walkways, parking, lighting, roofs, and site conditions such as erosion or standing water.
The practical takeaway is that a property cannot prepare by walking the grounds. Unit level readiness is the work, and it takes longer than a grounds walk because it requires access to occupied homes.
Severity levels and correction timeframes
Deficiencies are assigned severity levels that determine both the scoring impact and how quickly the condition must be corrected. Life threatening conditions carry the shortest correction window, measured in hours rather than days, and the classic examples are a missing or inoperable smoke or carbon monoxide alarm, exposed electrical hazards, gas leaks, and blocked egress.
Severe and moderate deficiencies carry longer but still defined correction windows. Low severity items affect score without an emergency clock. Owners who track their own findings by severity rather than by trade tend to correct the right things first.
Under NSPIRE, the fastest way to fail is to treat life safety devices as a maintenance item rather than a same day obligation.
What owners should do first
Inventory every life safety device in the portfolio. Smoke alarms, carbon monoxide alarms, fire extinguishers where required, emergency lighting, and egress paths. This is the highest severity category and the easiest to verify in advance.
Run a self inspection on a real unit sample. Not the vacant turns, which are always in good condition, but a random sample of occupied units across buildings and floor plans.
Fix the systemic items across the portfolio rather than unit by unit. A defective outlet type, a missing alarm model, a window latch that fails the same way in every building: these are purchasing and scheduling problems, not maintenance tickets.
Document corrections with dates and photographs. Correction evidence matters when a deficiency is cited and the clock is running.
