Trip hazards under NSPIRE: what inspectors cite and how to fix them
Where NSPIRE looks for trip hazards, what rises to a deficiency, the severity levels that govern correction timeframes, and a portfolio preparation checklist.
Trip hazards are one of the most frequently cited deficiencies under NSPIRE, and they are also one of the most preventable. The standard is specific about what counts, where inspectors look, and how severe a given condition is. Owners who know the rules can walk a property in an afternoon and find what an inspector would find.
Here is what NSPIRE treats as a trip hazard, where the inspection looks, the severity levels that govern the correction clock, and the preparation steps that actually move the score.
Where inspectors look
NSPIRE inspects three areas, and trip hazards can be cited in any of them.
Unit. The interior of the dwelling, where trip hazards include torn or loose flooring, damaged thresholds, rolled carpet edges, and uneven transitions between floor surfaces. A loose carpet edge at a doorway is a classic unit level finding.
Inside. Common interior areas including corridors, stairwells, and community rooms. Here the hazards are damaged floor tile, cracked walkway surfaces, loose matting, and changes in floor level that are not marked or ramped.
Outside. The site and building exterior, including walkways, parking areas, steps, and ramps. Cracked sidewalk, heaved pavement, missing or broken step treads, and uneven transitions between pavement sections are the dominant outside trip hazard findings.
What counts as a deficiency
The standard distinguishes between a condition that creates a trip hazard and a condition that is simply wear. A crack in a sidewalk is not automatically a deficiency. The question is whether the condition creates a trip risk, which NSPIRE frames in terms of the change in surface level, the size of the opening, and whether the surface is unstable.
In practice, the conditions that rise to a deficiency are a vertical change in surface of a defined height, a hole or opening of a defined size, a surface that is broken or unstable underfoot, and a loose or shifted element such as a mat, a tile, or a tread that moves when stepped on.
The distinction matters because a surface that is simply worn but stable and level is not a deficiency, and an owner who repairs only the cosmetic conditions wastes effort. The work is to find the conditions that actually create a trip risk, and those are the conditions an inspector is trained to find.
The question is not whether the surface looks bad. It is whether a foot would catch on it.
Severity and correction
Trip hazards are not in the life threatening category, which means they do not carry the hours level correction window that smoke alarms and carbon monoxide alarms do. They are scored at the severe and moderate levels, with a correction window measured in days rather than hours.
A severe trip hazard is one that creates a significant fall risk, such as a heaved sidewalk section that lifts a walking surface by more than a threshold height, or a broken stair tread. A moderate trip hazard is a smaller vertical change or a loose element that does not create a fall risk of the same magnitude but still fails the standard.
The correction window for a severe deficiency is short, and owners who wait until after the inspection to schedule the work are the ones who run out of time. The correction evidence is what closes the finding, and a repaired condition without documentation is treated as unrepaired.
The conditions that repeat
Heaved sidewalk at expansion joints. Soil movement over time lifts one section of pavement above the next, and the lip becomes a trip hazard. This is a site condition that compounds across a property, and it is the single most common outside trip hazard finding.
Loose floor tile in common corridors. VCT tile that has debonded at the edges moves underfoot, and the movement is the deficiency, not the appearance. The repair is a re bond, not a replacement, and it is quick if it is done before the tile breaks.
Rolled or buckled carpet at transitions. Carpet that has pulled away from a tack strip at a doorway rolls underfoot, and the roll catches a shoe. This is a unit level finding that appears in older units and in units where the carpet was installed without a transition strip.
Damaged or missing stair treads. A stair tread that is cracked, loose, or missing creates a fall risk and is scored at the higher severity. Stairs are inspected because they are a common interior and exterior element, and a tread problem in one staircase usually means the same problem in the adjacent staircases that were built at the same time.
A portfolio preparation checklist
Walk every walking surface with a notebook. The unit work requires access to occupied units, so schedule it with notice. The outside and inside work can be done without access, and it is where most of the findings live.
Flag every vertical change in surface above the threshold height, every hole or opening above the threshold size, and every loose element. A simple marker or tape flag is enough; the inventory is the goal, not the repair.
Group the findings by trade. Sidewalk heave is a concrete contractor, loose tile is a flooring contractor, and carpet is a maintenance task. Grouping by trade turns a long list into three work orders.
Repair the severe items first. The correction window is short, and a property that clears the severe items before inspection day has removed the highest scoring category from its exposure.
Document the repair with a date and a photograph. The photograph should show the repaired condition, not the original, and it should be taken from the angle an inspector would see it from.

Trip hazards do not get the attention that life safety devices do, because they are not life threatening. They get cited more often, because they are everywhere, and the repair is usually cheaper than the citation.
